This just happened to me. I tested the battery using my multimeter and it is fulle charged. On a whim, I decided to remove the Memory card and voila! It turned on.

If you cannot remove the smudges by wiping the exposed part of the lens, then water or salt (if salt water) may be inside the lens. This can happen especially if there was mist or rain. You may need to take it to a camera repair shop and see if they can help you.

Consider NOT using the USB cord. Your computer has a USB port so it can use a card reader.
The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader connected via USB. This is likely to be faster than connecting the camera to the computer, and won't run down your camera's batteries.
Once the card is plugged in, it will appear to your computer as a removable drive. You can use the operating system's drag&drop facility to copy pictures from the card to the computer's hard drive, the same way you copy any other files. Or you can use any photo cataloging program.

Have a fuji finepix z80
To be sure that the card is to blame ..take the card out ..and let it work in the internal memory mode...take a few pictures and try to see them after ..If it works it is a card error for sure..and insert the card into a card reader..and download in computer all the pictures you have on it (copy or cut and paste in a folder of choice )
After you saved from the card what you can save ...insert the card again ..and go to main menu ..and look for storage /memory card ..and choose format ..This will erase anything on it and format the card again ..and make it usable if it is nothing physically wrong with the card ..
If the card can not be format and it makes the same after formatting ..but he camera works in the internal memory mode..than you should try another card ..but remember to be small enough cause large cards (larger than 2G ) works with difficulties in some cameras ..
If it sees pictures the same with the internal memory ..than it is another kinda error ..probably on processing them or a lcd screen fault ..Try to reset the camera to factory settings and see if it makes the same ..and in the end see a professional help if you tried all ...
My camera is a finePix
Most likely a capacitor has a crack in the side that will not hold its charge to perform. Having it checked out and repaired will cost more than a new camera these days

Most LCD screens have a back light and this is what you need to get the job done.
First I would ask you to order the part from the place your ordered the front piece and see if they have it for you.
If not what you might end up doing is searching ebay.com for
replacement parts as well.
The part you need is called the
Back light.
here is the ebay thread

Fuji FinePix F30 shutter problem: won't take pictures
Its fairly easily fixed and its a common problem with the F30. The
shutter button contact slides off upon impact when dropped, it must be
re-aligned so that it makes proper contact and performs normally. All
that is needed is the special screw driver for the F30 (easily
purchased online, just google it: "screw driver for fuji f30" ) or
bring it to your local watch/jewelry repair store and tell them to open
it up for you.
We have two F30's and they both have been
dropped, both did the same thing with the shutter button. But both were
easily fixed. Always keep the camera in a safe place and away from
kids, they are very sensitive devices. Use the wrist cord when taking
photos.
I dropped my camer while
Try reset all in camera menu or remove battery & reinsert or contact Fuji for exchange or repair. They sometimes go back on their own if you turn power on & off try gently twisting/pushing lens but be gentle with it.
It says

Hi Yuri. Turn the camera on and go into the menu and find the reset. Reset it. This will take you back to original factory settings. Then try it out. If it is fixed great. If not take it to your local camera shop that does repairs. J.
