Need help in formatting or recovery the os.... can
If you have the original OS disks, you can boot to the CD drive and install a fresh copy of Windows XP. One of the steps will ask you if you want to keep the existing Operating system. If you decline and install the OS the next step will ask if you want to format using NTFS. This step will format the drive and then reinstall the OS.

Howto reset cmos on toshiba 3500
You can just use a paper clip (straighten to a U shape) and short out the battery contacts.
If you are not sure, just leave the battery out for 20+ mins then put the battery back in the holder.
The BIOS settings will then be set back to th default settings, then go into the BIOS setting and set the Date and Time etc.

This laptop can support up to 1 GB of PC13 type of RAM, this unit usually came with only 256 MB of RAM so you have an option to put the maximum amount of RAM for it which is 1 GB.

The most likely suspect is a bad keyboard, and they are not hard to change, and usually only cost about $15 or so on ebay. You might be able to temporarily use a USB external keyboard too, or the onscreen keyboard

You should contact Toshiba service and order a recovery CD for that model. You can also install any Windows XP version, but it will not provide support for the tablet functionalities, which means that you will have a notebook that is not a tablet.
Note: Actually the original operating system is Windows XP Tablet PC Edition 2005: It is Win XP Pro + Tablet PC software.
I have heard that Vista provides support for Tablet functionalities, but you may still have to buy it from Toshiba because of the drivers for the specific hardware.
I installed Linux Ubuntu on a tablet. The latest version of Ubuntu provides some support for the wacom stylus pen, but not much else.

Have you done a system recovery on the NB???
If not pls do so, and if you already did that then the only thing you need to do is that you need to is to bring the NB to your local tech to have the NB checked.most likely the NB's screen or motherboard is already Shut/Broken.
