Fills with Water but, that is it
If a machine spins and drains, but won't agitate, that sounds like a timer control problem. Wires can come loose or burn up, but that's not as common as a failed contact. If the machine won't agitate or spin, that could be a lid switch problem, which is real easy to fix.
Will not spin
If the motor is not running, it could be a faulty timer. If the motor runs, it could be the transmission. Check to make sure the pump belt is ok and the pump pulley is not seized by tilting the machine back and checking.

I had to replace the pump assembly, the pulley has a bushing in it that was working its way out and rubbing against the base plate of the machine.
Won't let cold water in
Take the water supply hose off and clean out the inlet screen located inside the water valve where the hose was attached to the machine. Note: there may be a screened hose washer on one end of the hose also.
Washer was in fill cycle and stopped
You've got a short circuit somewhere in that electrical circuit.
First, unplug the washing machine.
Replace the fuse. If it doesn't blow immediately, then there is likely a short in the washing machine, and from what you describe, it's in the motor.
If it blows, then there is something wrong in that circuit, and you can likely rule out the washing machine. Check all devices on that particular circuit, of which there can be a number of plugs.

Do you hear the motor activate during the expected spin cycle? If yes, then there might be a gearbox or clutch assembly issue. If not, it might be as simple as the safety switch not being engaged as the rest of the cycles might operate properly even if the safety switch is not engaged.
If the washer totally shuts down when the spin cycle begins, look at the safety switch circuit.
