Ive got bad news for you, about 90% of the time black horizontal lines are caused by the panel failing, your going to need a new TV. You can try replacing the timing board but the chances of it fixing it are slim..

if it will bring the menus up from the remote also it soundss as though the receiver has gone. Maybe that should be the tuner.
You appear to need the services of a technician to diagnose.

These blinks are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy.
