Dell monster power button flashes green

This would seem to suggest a lack of power from the PC. Check the cable from the graphics adapter (usually blue if VGA) and the connection to the monitor itself.

Reset factory settings

Monitor has got no icons because it has no memory of itself. All the icons are stored in the hard disk itself which only CPU has. So, I think you can remove then by simply uninstalling the program from control panel> programs and features or simply by deleting the icon by it will not remove the whole software from your hard disk as icons on desktop are only shortcuts.

I HAVE DONE AS YOU

You will have to open up the monitor next, it can be as simple as blown fuse in the power supply or in the inverter circuits, shorted transistors, bad caps, ect,.
Please see example of failed DELL E series here:

I have hooked up this monitor as a duplicate and

Does it work as a stand alone monitor (single display)?
If not, it may have the problem in the power supply/inverter board.
If you are going to DIY and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

The monitor will not light up it only flashs when

Hi,

its possibly because of corrupted BIOS...

one way to clear it out is to reset BIOS into its defaults...

disconnect system from the power supply then,
open the cabinet cover of your CPU and take out the CMOS battery from it...
after a minute put it back in the motherboard...
now start the system...

this will reset the BIOS and the system with default settings...

hope it will clear it out..
if it helps please give a vote...

Contrast button stuck? driver issue? etc?

It is a hardware problem and needs a replacement. Also try to unpress/release it by tapping lightly on the monitor. If you feel it is a driver problem then go to Start->Control Panel->System->Hardware->Device Manager->Monitor. Remove this monitor and from Action in the Menu select San for New HW. the monitor drivers will be loaded and you can then reboot.
