These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. LG TV Model 32CS460 black screen power light is red, then flashes if you push the tv button.
Have you checked the output voltages on your power supply. If they are good and depending on what type of set you have it could be the logic or t-con board. Your set is in stand by mode put there because the diagnostic circuits have deteted a problem some where in the circuits and will not let it power up fully to prevent damage to other circuits. Disconnect all leads from your power board and check out put voltages. Their value is stamped on the board next to each pin, if these check good move on to a logic board( if equipped) and them to the t-con board.. I am thinking you have problems on your power board. Capacitors are the least of things that can go out on that power board.

I had the same thing - one long red flash followed by four short red flashes. Plugging and unplugging the power cord had no affect until I also unplugged all the cabled connections to the VCR and DVD player as well. Also, per the manufacturer's instructions, I unplugged the power cord from the surge protector and plugged it into the main wall outlet (which I tried first, but did not finally have success until I cycled the power cord unplugging process with all the cabled connections to the auxilliary devices unplugged as well).

Vertical black bar on plasma screen
This is usually caused by a screen addressing fault. The location of the fault can be on the main screen driver board, or in the area for the screen address processing. It can also be matrix fault with the drive to the screen.
You will have to give the set out for an estimate. From this you can make the decision if the set is worth to service or not.
