TV picture goese black and white
Check your cables on the back of the TV and cable box. You either have it connected wrong, or they are loose. If you are using red green and blue, make sure that you are tightly in the red green and blue connectors. If you are using yellow white and red, then make sure you don't have the yellow in the green spot.

If you wish to get setup codes, three digits, four
digits or five digit ones, check this link. Pull up older posts there. Setup code list and setup instructions to some popular model

Stuck at Dell splash screen.
Hello, I have pulled out hair over similar problems. You either have an internal problem inside of the TV or you are losing your source for the picture. These sets usually have a a Menu which tells the TV to go to a certain input socket for its feeding signal. If you have a bad cable or USB plug, the TV loses its feed and displays the Base Dell Logo. This feed can be a HDMI multiple wire, or if you have a tapeplayer, CD deck, or Computer feed, they may be toggled separately. On some of my older equipment, I need to switch the TV ports through my Remote to get the appropriate appliance to show on my TV screen.Depending on your Warranty, you may want to call Service. Sometimes dust can cross circuit the electronics and cause the problem you have. The cable feed wire can also be shorting and causing a loss of signal. Check you cable connections.
The TV comes on, everything
This sounds like a failing POWER SUPPLY, but a bad / overheating LCD CONTROLLER BOARD can certainly cause very similar symptoms. Unfortunately, without a donor TV or a dedicated test rig, it can be very difficult to differentiate between the two problems.
One way to test this is to remove the rear access panel on the TV and replace the power supply circuit board with a new one.
You can usually find a replacement circuit board on Ebay by searching for your TV's model number.
Here is a link to one power supply circuit board currently available on Ebay for about $89 US:

The repair / replacement procedure is not extremely difficult if you have some basic electrical safety knowledge and some basic electronics / mechanical repair skills.
You will need to unplug the power cord from the unit, lay the TV screen side down on something soft and flat like a bed, and then remove the rear access panel or the entire rear cover as required in order to access the circuit boards inside.
When you remove the rear cover and access the circuit boards inside, just check the part number that is printed right on your power supply circuit board itself and confirm that it exactly matches the one provided in the Ebay listing.
Then unclip and remove the various electrical wire connectors leading to the power supply circuit board. Then remove the screws securing the circuit board to the TV frame and then remove the power supply circuit board. Be sure to avoid touching any large capacitors on the circuit board which can retain a nasty charge even after the unit is unplugged.
Then just screw in the new circuit board and connect all the wire bundles to their appropriate connectors on the new circuit board and then replace the rear cover. Then plug in the power cord and test.
If you want to replace the LCD Controller board (otherwise known as a TCON board), the process is not much different except for the connectors which are usually the flat ribbon type.
