No picture but have sound
More likely to be either 24vdc power supply or backlight inverter boards, or T-CON board.
First, look at the screen in darkened room to see if you can see any slight glow from the screen, if it does, then the problem can be the T-CON (not getting the 12vdc) or the main logic board not feeding the signals to the T-CON board.
if not, next place to check will be the power supply module, make sure it has 24vdc which is required by the backlight inverter to work, the reason for not having 24vdc can be from bad DC filter caps (leaking/bulging top, high ESR) or short circuits in the inverter board which will cause the 24vdc supply to go into shutdown mode, so you may have to disconnect the power cable that feed the inverter board to see if the 24vdc will work without the inverter board hookup, you will need to apply about 3~4 amp of load to the 24vdc to make sure it can handle that. There are fuses on the backlight inverter boards also. So there is some troubleshooting you will have to do to find out the causes of the problem you are having.

The sound works but the screen just stays black.
inverter board (s) bad. This backlight board supplys power to light the lamps behind the lcd panel. Some boards can be fixed, some have to be replaced. Some can only be replaced with the lcd panel as a unit. May find used ones on the net.

When I turn the tv
The blue screen is what is displayed when no signal is received. The tv goes to stand by after 5 seconds without signal to save energy and minimize the wear on the tv. Both behaviours are absolutely normal. The first thing you should do is to check the cables that plug at the back of the tv, they might be loose or even unplugged.
You haven't told us how do you receive the signal (direct cable, antenna or some sort of receiver) so all i can tell you is to check the tv using another source like a dvd player and the source used now by connecting it to another tv. In one of these cases the faulty part will not work. If it's the tv then the AV selector (or the tuner) is defective and you will have to call a repairman to replace it - only them have access to replacement parts.
If it's the cable or the receiver then you will have to call the company that install it.
Does not power up
Hi,
Let me know is it Vizio GV42L tv or any other model as model number would be written on rear of tv.
Do you get power indicator lit/ blinking when tv plugged in wall socket?

What is the remote code for the tv
Using Philips universal remote, try 1518 1418 0709 0812 0915 1702 0606. Some may not work on universal remotes older than the TV itself.

My 42 inch vizio flat
Unplug it from the outlet for about an hour to let it reset itself, if it still does not work then you will have to do in-depth troubleshooting starting with visual inspection and voltages checking.<br />
