Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. It appears that one of the CCFL lights might have broken behind the screen and that is why the TV would turn on for 1 second and goes off after.
The noise you are hearing could peaces of shattered or broken light and you would have to remove the screen and to be able to fix it, if you are up for the challenge.

To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
Never think, that a TV works one only with some capacitors. Some people thinks so.

If this is related to no picture or sound, then the power supply in many of these Samsung's TV's have under rated capacitors installed causing them to bulge or fail. If you are out of warranty and cannot fix it yourself, get someone who understands electronics to verify the problem and fix it.

Dave, please note that the part number of the replacement T-con should match word for word with the part number of the board in your set or there will be problems. If you are sure that you have purchased the exact replacement but it still does not fix it, I am so sorry to tell you that its the LCD panel itself thats faulty. The Panel costs nearly as much a new set and the best thing you can do is to sell the working parts of the set on ebay to save on a replacement. The last thing I want to advice people is to throw away their sets, but here we do not have a choice. Sorry!
Tv blinking off and on...
Hi, Check that the buttons on the remote and tv that they are not sticking. also replace the batteries in the remote. If it still keeps doing that bring it to a repair shop. Good luck.

My 32" lcd screen went black but the sound is ok.
Problems with these TVs not turning on are usually capacitor related. Take the back off then look on the power supply where the power chord goes look at the fuse next to the plug. See if it's physically dark if so, the fuse is most likely blown and you should just look up the board number on E-bay for a new power-supply for a more costly, but easier fix than a repair shop. While the back is off, look for capacitors that are puffed and see if they need to be replaced. There are usually 2 caps by a heat sink that look bulged.

This is the inverter board if this is the case. Try swapping one at a time because usually only one is bad.
I have no sounds for may samsung LCD tv 32".. but
go into your menu and click on sound options/volumn and change the output to tv speakers[or receiver if you are using one]. More than likely a button was accidentily pressed that changed this.
