First, look at the screen in darkened room to see if you can see any slight glow from the screen, if it does, then the problem can be the T-CON (not getting the 12vdc) or the main logic board not feeding the signals to the T-CON board.
if not, next place to check will be the power supply module, make sure it has 24vdc which is required by the backlight inverter to work, the reason for not having 24vdc can be from bad DC filter caps (leaking/bulging top, high ESR) or short circuits in the inverter board which will cause the 24vdc supply to go into shutdown mode, so you may have to disconnect the power cable that feed the inverter board to see if the 24vdc will work without the inverter board hookup, you will need to apply about 3~4 amp of load to the 24vdc to make sure it can handle that. There are fuses on the backlight inverter boards also. So there is some troubleshooting you will have to do to find out the causes of the problem you are having.

Or www.digikey.com, just make sure to use caps with low ESR, 105c, high ripple current and long life rating such as PANASONIC FM or FC series.

I have a Westinghouse LTV 32 in HDTV. Have had it
I have a Westinghouse LTV32W6HD. Turned it on and there is no video for about 10 to 20 minutes. When the video comes on there is no sound until I go into the menu and select stereo and internal speaker.
Don't know if this helps, but it works for me though my wife doesn't like it.

Blue light comes on but cannot shut off.
No picture;

No picture but sound is OK.
1: In both cases replace ALL the electrolytic capacitors onthe output side of the power supply. This should get the power switch to worknormally.
2: Replace the small tiny wee little tiny small 2.0A fuse onthe inverter board labeled F1.
This is the small black fuse, not the slightly bigger whiteones labeled F2 and F3.Ta Da...all fixed.
My tv has a pink
A horizontal band with a pinkish cast when the set is first turned on indicates that the cold-cathode fluorescent (CCFL) tube behind that part of the screen is going bad. However, this would show up on any input. When this begins to happen, the tube will light up full white after a while. Until I read the part about the volume or menu, I wondered if it did this at the same time you switched to the other inputs.
What is the discoloration you see on the menu? Lines through the words are not caused by a bad CCFL tube, unless it's making enough electronic noise to interfere with the LCD driver chips (that would be very unusual; generally the CCFL inverter would go into shutdown first).
It could be you're seeing the first signs that a capacitor in the power supply is going out. The exact symptoms vary from one unit to the next, but a failing capacitor may look OK when it's first turned on, but the ripple on the voltage it's supposed to filter can increase as the capacitor gets warm. At some point, the valley on the ripple starts to go below the voltage needed for proper operation; this point can depend on what the set is doing at the time. The best way to test for this is to check each power supply output with an oscilloscope while the symptoms are visible.

Based on the symptoms you are describing it seems like your T-Con board is going bad. This board is located on top of the panel and its main function is to make the pixels properly display on the screen. When this board goes out you can experience a few things and normally red or blue spots in the dark areas is one of them.
No hdmi signal
Make sure that your cable is fully connected at both ends. If it is, then try using a different cable. If neither of those fixes the issue, then your HDMI input may be open/shorted/fried and will need repairing.
