Replans route every 60 seconds
It is possible that your device is re-routing due to traffic. Inside the control panel or settings of the device you should find the routing options. Try disabling routing by traffic.
In highly congested areas it is common for GPS devices to attempt to find a "way out" when in reality, even GPS can't compete with the amount of traffic on our roads today.
I hope this helps.

Voice frequently not working. this problem
Are you using a synth voice, or a sampled voice? If the latter, one of the voice files might be damaged, and in that case, as soon as the Tomtom accesses it, the whole voice function will shut down.
Try changing the voice and see what happens. The synth voice does not access any sample files and should always work (or never at all).
To restore the functionality, download again the voice files, or try restoring from the PC backup. At least, this worked for me when I had the same problem (but MY file was damaged at the end, so I was able to notice that the last thing the Tomtom said was always "In sevent*". The damaged file was, I suppose, the one with the word "seventy".
Turn off turn on switch
What about it? It is located on the top left side of the unit. Hold it down for a few seconds before it works.
