How many hrs does it take to charge
It all depends on how much current is used to charge the battery. Say you have a 500 mah battery charging at 100 ma. It should take about 5 hours. But if it's a higher capacity battery of 1000 mah it will take the same charger more hours.

These chargers run off of timers so as to not over charge. If you want to charge larger capacity batteries you will need a better charger such as MaHa.

Can i use 220v source to energizer charger chvcm4
you will need a reducing transformer 220volts to 120 volts, you can find one at Radio Shack or Fry's Electronics., European countries uses 220volts, and the plug configurations are different from those of the USA.it is recomended to take one of these transformers with you when you travel abroad.

Charge time depends on the mAh capacity of the batteries (should be listed on the package, or the side of the battery) most AAAs are under 900mAh so 2 hrs should be sufficient, but AAs vary greatly in capacity so heres a link to check after you look up your mAh rating

What does it mean when a household battery charger
When the charger light is changing from red to green that is a indication that it is charging the battery. When the charge is complete the light will stay green until the battery is removed or the charger is unplugged.

How do i know if there is a problem with my double
Although it would be helpful knowing what kind of rechargeable batteries these are, presuming they are Nickel-metal hydride, you can try putting them in a freezer for several hours and then recharge them. Sometimes this jump starts the electrochemistry.
