i would check the output voltage of the charger with a volt ohm meter. if the charger output is ok then there is something about the batteries that won't let them take a charge. the batteries that you can work on is not really worth it. by the time you purchase the parts and if it works you don't save much money.

When I charge my battery in my RYOBI P110 charger
I had the same problem, my understanding was that since the batteries are nic-cad, they have a memory so in short you are supposed to charge the batteries only when they are depleted. They have to be COMPLETELY depleted the first 3 or 4 times of use. I ended up replacing the two I had, followed this and have not had any problems since. Hope it works for you.

18 volt ryobi battery charger...green & yellow lights come on wha
talked to Ryobi and they are vague. It can either mean that the battery is bad, or the charger is bad and another one that maybe the contacts of the battery are dirty or not seating fully in charger. What I would look for in this instance first unplug the charger and look into charging slot to make sure the terminals of the charger are not bent and they come out into the cavity where battery would go. If not gently pull terminal into opening and retry. Sorry I couldn't be of more assistance
