It is likely the fault is the battery and not the charger. To confirm this take the charger to any Radio Shack and ask them to test the charger or if you have a small meter do it yourself, the charging voltage will be up to 5 volts more than the rated battery voltage of the drill, so if you get a high reading don't worry about it. Fast charger will be way over the battery rating, also fast chargers have a cost, they shorten battery life due to heat. I have had many battery powered tools, I have found that the batteries last about 2 years on average. I have this same Dewalt drill driver.

Yes! I really think you're right there is a fuse, you need to open charger and you will see the fuse just by the power cord, check it out for the very slim wire is broken, burned or either way you should try replacing it, that sould not be expensive! good luck!

I assume that you have tried it with another battery...if not try a different battery...the battery you tried maybe bad... this often happens...
If more then one battery does not work, then check the contacts inside where the battery goes to make sure there is no dirt on them or that they have not become bent...
If all that checks out then the charger went bad...

Can't be done.
Even if there was a safe way to put power to the neutral wire, the fact is you would still be running more than twice the power through it, and it would blow up. It would get much hotter.
Nor would the charger put out 7.2 to 18 volts any more.
It would put out over twice that.
The only way it could be done is if the unit was intended to also be run on 240 volts, and had a European selection setting switch.
Light charger not working
This happens to me all the time. Check inside the charger and battery conection for debris. The battery you have may be bad or the charger may not be working properly. Most the time its the battery, either its too hot or too cold when you go to charge.
