If you're lucky it only has active powered memory, unplug the tv and click the start button a few times to discharge, plug back in and go through the initial setup.
TV will not turn on
Hi,
This kind of problem occurs due to bad capacitor or devalued resistor in power supply section after long period of service, please replace bad electrolytic capacitors and devalued resistors in power supply and deflection section to solve this problem.
Capacitor and resistor replacement requires soldering work with proper tools and its job of technician, please contact local tv repair shop as any attempt to replace parts on circuit board by novice would caused more damage.

Where is the Vertical I.C on a Toshiba 32D46? PICTURE PROVIDED!
on the back of the tube,is a yoke with two drive coils,on is vertical drive,and the other is horizontal.follow the plug to the pc board where it is labelled vertical in white writing.there is a chip with a number like ta7267. beside it are some capacitors and there is a 4.7 50 volt capacitor beside the heat sink.the heat sink heat dries them out
Thin white horizontal lines across
Hi,
This kind of thin white lines appear in picture tube tv due to weak/ dried up electrolytic capacitors in vertical deflection section.
Replace capacitors of vertical section (these would be 6 or 7) to fix the problem.

Power supply button not getting on

Hi, the easy level would be to check for the following parts
1. fuse, if open, replace
2. faulty switch, check for continuity using a multi-tester device.
3. check open wire/power cable
if this cannot solve the problem.
this would be the hard part
1. If the fuse replaced, exploded again, check for shorted parts like regulators, diodes, capacitors.
2.the fuse is good but still no power, this is power supply failure, needs service. (there is too much explanation and testing involve)
call your local service shop for a job. thats it.
Toshiba 32D46 - White Lines at Top Of Display and TV Not Turning
as i've read you statement your tv need to check parts by parts, the one you mention upside trace vertical line, that part control on vertical ckt faulty parts nearly to faded filter capacitor you can directly replace all capacitor of vertical section. the one you adjust is that the playback transformer the upper portion is focus and the lower portion is screen voltage controlling screen voltage supply to crt g2 pin. if you turn this high that resulting hazing sound come from 2nd anode cup.
Picture goes to a single horizontal line.
Your problem is due to failure of the vertical scanning circuits in your TV. This is quite common and is caused by aging components. Generally drying out capacitors
You got to be careful not to leave it on too long when the picture collapses, it will burn a permanent line across the screen.
If you are an electronics expert you can fix it if you get a schematic. If not please don't attempt to reapir it yourself since there is high voltage in side the TV.
The problem may get worse with time.

I have the same problem with the same TV from Tosiba. I think Tosiba know about it but did nothing to repair it but sold millions of the same TV and Made good money. I think we all should soin togather and file a class action lawsuts against the company. They must fix the TV or pay our money back plus pay for our pain and suffering. There are many lawfirm will take this case and get paid from proceed.

HORAZONTAL TRACE OVERLAP AT TOP OF SCREEN

Usually that is caused by a part failure. The vertical deflection ckt is most likely the roblem. Sometimes it's just a cap usually a 100mf right next to the vertical ic chip. Or it can be the ic itself. Unfortunately you can't adjust it out.
Will not power on
First check the fuse in the plug, if thats good you will have to take the back off the tv, there are a few screws holding it on so have a route around and you will find them. Once the screws have been taken out the back cover should should come away, if you follow the mains cable into the tv and where the cable connects to the board there should be a small fuse, unpop it and take the fuse out, if you have or can get hold of a multimetre, test the fuse for continuity. You can also take it to your local electrical appliance shop and ask them for a new fuse, put the new fuse into the fuse holder and put the back into place and screw it back up, this should solve your problem. post back if you need further assistance.

Hi.
If there is no power at all, then it is either the power cord or power board inside the TV.
If after the fault the TV went in standby and does not wake up, then the TV has on protect mode after detecting a fault.
When this happens higher voltages are shut down to prevent further damage.
Try first leaving the TV power cord unplugged for some times, let say one hour or so.
Also
ensure that the fault is not coming from a faulty receiver box sending
bad signal, check if you get same problem with no receiver box
or dvd connected.
If that does not work, and you keep having a flashing
led on front of the TV, and tv turning off by itself after a while,
that indicates a fault condition.
The flashing light indicates a diagnostic state called protection.
When the TV goes on protection there are only two possible reasons.
1The
internal circuits are jammed because of electrostatic
charges accumulating on capacitors, or because of a wrong voltage read
by the main chip on your monitor controller board. this started the
protection circuit.
2 The protection circuit detected a wrong
voltage or abroken contact, identified an internal fault and kicked in
, startingthe flashing light.
If you are in situation one, then theTV will reset just unplugging power cord for one or two hours,sometimes even minutes.
If you are in situation 2 , then there is an internal fault.
Common faults
that can occur are a blown capacitor on power board, a
convergence IC has blown, or a fault on Digital board.
If under warranty contact the manufacturer ringing the number on the user manual
If you want to repair at your own expenses, just locate any good qualified repairer.
NOTHING BUT SNOW ON THE SCREEN
Are you connected to cable TV or an outdoor antenna? If on cable TV check the signal on another TV or if on an outdoor antenna you will need a digital TV adaptor to pick up local stations due to them not being available in analog anymore. Please take moment to rate my answer. Thanks...
Horizontal line problem

The capacitor in horizontal section is popped and it needs replacement. Check the horizontal section capacitors and change the faulty capacitor.
