Doesen't turn on
Check If the old batterys did leave oxidation or battery fluid from leaking , could Cause bad connection, as the got Very hot , or 2 check If the New batterys are ok ,
How to reset
Removing the batteries for more than a minute should revert the flash to its default settings. Things like the channel, slave group, FEC, etc. will need to be reset.
New batteries still no power-up
Check the contact in the batt compartment for obstructions or corrosion etc. No power means broken circuitry - either physical dislodgement of electronic/ electrical parts or damaged electronic components.
Zoom--mm blinking and can't change mode
Your zoom motor is probably stuck. Remove the two screws on the front side of the tiltable head. Pry off the two tilt caps using a small flat head screwdriver (they are glued on). Remove the 4 screws found under each cap. Now you can separate the two sides of the head and take out the two lenses (remember exactly how the lenses were positioned). Try pushing the flash in or out (it should move with a little force). See if the flash now responds before reassembling.
Use good quality battery's!
When I first bought this flash I thought mid range battery's and lots of them would do the trick, my flash arrived hours before the event I needed it for and I thought it was faulty until at the last seconds I bought some high quality more expensive battery's and the problem was solved :)
Will not pre-flash
it sounds like you are try to SEE the pre-flash. you'll never be able to do it with bare eyes. it's all so quick that to the human eyes it all looks instant. don't worry about it. if it working in TTL mode, it does all the pre-flashes it needs, you just to see them. speed of light is quite incredible :)
Test button- fire, but when attached to hot-shoe
Check the hot shoe contacts and make sure they're clean. If that doesn't help, place the flash on your camera, turn both on and reset the camera to factory default through the menu settings. Also make sure the hot shoe on the flash and the camera isn't damaged. Have you tried the flash on another camera?

There is no "official" reset option for a 430EX flash. Removing the batteries, discharging any remaining flash and leaving it overnight should clear any issues. If you continue having issues try the flash on another camera to be sure it's not the camera settings you're having an issue with and not the flash. If it is the camera, resetting it to factory defaults through the menu might help.
What should I do?
- did you recently dropped your flash ? if no have you tried replacing batteries ? although you mention that batteries are fully charged if you are using old rechargeable batteries this might have an effect with your flas
