Problem with the Cuisinart ICE-45 1.5 Quart Ice
There IS a silicon ring that fits in a groove on the bottom of the freezing bowl. I lost the one on mine, which causes the leaking described. I replaced it with a silicon O-ring (1" inner diameter, 1 1/4" outer diameter, ring thickness 1/8") that I found on Amazon - did have to buy a set with lots of different sizes but now I have extras in case I lose it again. Works perfectly without leaking.
I have an ice cream
Check that all gears are in good working order. The paddlewill not turn properly and the motor will not run if the gears are worn ordamaged gears. Inspect the paddle for damage and replace if necessary. You alsomay need to replace worn or damaged gears in the motor. Lubricate the motor,drive shaft and motor bearings.

Your freezer is not cold enough. I had a heck of a time with this machine the first few attempts, when I was in storing it in my main freezer (less cold than the one in my garage). Then i froze the bowl in my garage freezer - it is set to below 32 degrees Farenheit and is designed for long-term storage (gives anything I put in it major freezer burn). When the freezer is set to a low enough temperature, you will find that even 14 minutes is plenty of time to acheive the desired ice cream consistency in the ICE-45 (without having to pre-chill the ingredients).
Other things to check:
Make sure you are using heavy whipping cream and not half-and-half or other substitute.
Make sure that you wait until you are ready to pour the ingredients into the bowl BEFORE taking the bowl out of the freezer.
No power to the unit
Make sure the bowl and mixing paddle are in correct place, and that lid is locked into place. Turn dial to on and try again. If this fails to resolve, replace it -has a 3 year warranty.
Will not turn at all just makes humming noise
I had one do that and I opened the gear box and found that the last time we made ice cream & it started getting hard the motor caused the gear to pop a tooth off (plastic). so now you hear the motor running but no transmission. Take it apart and check or turn the ice cream tub connection socket 1/4 turn and see if that makes a difference.
