this is a normal behavior if one of the power supply transistors have blown. take the unit to an enlectronics repair. they can either change the transistors affected (usually more than one) or replace the power supply board.
can u do repairing or have you ever troubleshoot the issue by yourself. if yes, then open the cover and check the continuety of the power cable because it can be the damage cable. if all of then check the fuse inside the circuit board where the main power cord goes. the must be a glass fuse. Check is it in working condition means having continuty too. if this component is ok then u have to check the other circuitry.
If you have the original remote use the closed caption button to turn it off. Without the remote, hold down both volume buttons on the front of the tv to bring up the menu. Use the the channel and volume buttons to navigate in the menu. Select the center icon at the top of the screen. Go down to closed caption. Select OFF. Wait for menu to go away.
It's not an adjustable problem and not all that easy to guess at either. Power supply is a usual suspect and my best suggestion would be to take it to a reliable shop for an estimate.
