What does Error 88 mean on a singer sewing machine?
It generally indicates that something is preventing the machine from going through its default sequence when you turn it on. That could indicate a snapped belt or one out of place, thread tangled around the inside of the hand wheel, thread wrapped around or near the tension disks, OR it could indicate that something is still on that shouldn't be one--for instance, if you have to do two things on the machine to get a buttonhole, say, a lever and a dial, only one is on, etc.
The first step is to go to your user's manual (you can download it free at the Singer site if you don't have one), and do each step to set it up, making sure you have done it correctly, and making sure things like the bobbin winder are not half on and half off.
I can't get my feed dogs to raise. Is there a screw adjustment?
Chances are, your feed dogs raise just fine, but here's the problem. In addition to raising it with the lever, button, or dial, you have to bring the hand wheel TOWARDS you (ALWAYS towards you for ANYTHING) at least one or two revolutions before it will raise and snap into place.
This is true of every machine of every model, by the way, and I have a friend that brought a brand new Brother dirt-cheap from WalMart that was being sold as defective because the feed dogs wouldn't raise. She got it home, flipped the lever, turned the hand wheel two revolutions, and . . . VIOLA! She got a perfectly good brand new machine for practically nothing!

In future I'd suggest you remove pins as you get to them to prevent this problem in the future.
My singer sewing machine when plugged in , the Led light is flashing and machine is not sewing
That could be cause by a number of things, but usually it's because something is not the way the machine expects it to be. Check to make sure that your buttonhole lever is all the way UP; pull it all the way down, then gently "smack" it up again. Likewise with the bobbin winder. Also make sure that your bobbin and bobbin case is in correctly, and your needle is all the way up. With the machine off, turn the hand wheel towards you--ALWAYS towards you, for all machines--several times, to see if there is something preventing preventing th mechanism from turning.
