Bobbin Case will not snap into housing
Insert the bobbin case without a bobbin to see if it will go all the way into the locked position. If it does, the bobbin case and basket are okay.
Check inside the bobbin basket(where the bobbin goes) and see if there is thread or lint wrapped around the spindle the bobbin case sits on. If there is, remove it. If there isn't ,then the bobbin is probably sprung and needs to be replaced.

How do you slow down the consew 206rb
You don't say if it is a clutch motor or a servo motor. They answer to your question is yes you can slow it down by either motor (usually a knob or switch) and by pulley. If you don't have a servo motor I would strongly urge you got contact Cobra Steve at leather sewing machine company (google it) Tell him you want one of the smart servo motors with needle position-er (needle up and down automatically) His smart servo motors are also modified so they work very similar to home sewing machines... with graduated speed based on how hard you press the pedal. But if you must and want to stick with a clutch motor... you might try this fellow's hack. http://www.adafruit.com/blog/2007/11/08/hacking-an-industrial-sewing-machine-by-adjusting-the-clutch-motor/.

Hello,
The proper guide on how to replace the needle bar, please follow the steps below:
- Turn the machine pulley towards you to move the needle bar to its highest position,
- loosen the screw,
- holding the needle to its long groove facing left, insert all the way into the needle bar,
- Tighten the screw.

Tension discs/ shredding needle thread
Hi,
Your knee pad raises the presser foot and in turn releases the disc tension. The mechanism for this is in the front of the machine. If you can remove a nose piece this will be a lot easier to see,
There is a pin that pushes the tension discs open and quite often this has been removed or adjusted so a to not release tension when the presser foot is raised {more likely if this was a production machine} If someone took the tension control apart to accomplish this that my guess as to question 2.
The best part about Consew is the parts are common and the whole tension assembly isn't expensive. You can find service manuals on their website (see link)

Just got a new Consew 206 but can't figure out how
First make sure your oil pan is installed. Sitting at the machine the opening should be to the right. Turn the table upside down. Then move the rod with the two brackets over the opening in the oil pan. The opening should be just below a part with a roller bearing on it. When the knee pad is moved the rod on the shaft comes in contact with the roller bearing and lifts the lever for the walking foot. The front bracket should be about 1 inch from the front of the table and the long rod centered roughly in the left third of the opening in the oil pan. Use a magic marker to mark the holes for the brackets then pre drill your holes. Test moving the rod because if it is too tight in the brackets it won't move when you move the knee pad. I used the part with the curved rod to make contact with the roller bearing. The part for the pad goes in front. Since there were no instructions and Consew was no help I figured it out by trial and error. Hope this helps.

Free motion, but can't find the cover fotr the feed dogd
Set the stitch length to 0, stitch selector to straight stitch. Find a thin piece of plastic or cardboard and punch a smooth hole in it for the needle to go through. Tape the plastic over the feed dogs with the hole aligned under the needle, and you should be good to go.
The fake credit cards that show up in junk mail are perfect for this.
