It means that your washer is having draining issue. Make sure the drain hose is positioned correctly, depending on the connection type. You can remove the water hose from back of your washer and clean the debris filter of any blockage.

So it runs a full cycle normally, but no movement? It can only be two or three things. Broken wires. Motor has failed. Timer has failed. If it chimed as it went through the program and doesn't now, this would be the most likely. You can check the output to the motor with a meter.

Either there is a plug in one of the drain lines or the pump is bad. There is a water pump that pushes the water out of the basket. That pump can go bad, causing the 5C error. You need to access the belt from the bottom of the washing machine. Replacing the belt requires putting the washer on its side after you remove the top. Then remove the bottom cover. You'll need a second person to help you do this. I must confess that I have never heard of a Model Rossby 8 but it sounds like you have a broken agitator (to state the obvious). The website https://www.partselect.com/Repair/Washer/Not-Agitating/ can give you tips on diagnosing and fixing the problem but you'll probably have to go to Samsung for parts or at least to better identify the unit. Is this a model sold in the US? Is it more than 10 years old? Good luck.

Check that the wiring inside is not damaged, if ok check that the start timer is not stack, if ok check that the drain pump is not blocked eg a coin stuck in it, if ok check that the start capacitor for the main spin motor is ok if not replace with same rating, if ok check if main spin motor is ok eg using continuty tester to check windigs or simply smell it and if burnt expect a pungent smell from it.
