Well, sorry if this reply wasn't as fast, it has an older email account attached to it (I will update that)
Look, I believe I said before that you would need to press F11 for Dell when it's booting (ino, before it has the Windows screen flash on)
This should tell you that you have a Dell as you are booting in, but more importantly, that will show you the BIOS, which is the computers system for how to start up the computer (as opposed to Windows) which should be installed by Dell in their computers before Windows is Installed.
Basically the factory programming.
Now, as far s 'flashing the BIOS'
I't means that you will install the Factory Software for your computer that handles things like how your compute will boot...
Like CD first, then Hard Drive, etc.
Things that mostly you don't have to worry about unless your compute itself, as opposed to Windows is the root of the problem, or 'needs' an update.
Now, to be fair, it is the DELL programming designed specifically to help DELL hardware run.... But....
There is always an inherent risk when flashing the BIOS that it could, theoretically, do more harm than good.
That said:
Here are a couple of general links as I don't remember all of the details of your needs, but this would be links regarding DELL and what the BIOS 'is'
