I would suggest you pull out your ram, hdd and dvd. Then put them back in with ram first. You should then find out if any of the devices you have taken out might have caused the fault.

It wont load windows xp all of a sudden
It could be possible if the hard drive isnt too far gone, are you able to use it at all? have you tried to hook it up to a different laptop and see if you can access it from that? You'll probably be better off getting a list of anything that you can re-download and storing the irreplaceable stuff such as sensitive documents onto a disk. If you can do this then just reformat the hard disk and get it over with. You stand to be in for quite a headache trying to copy all your files off your hard disk and making sure all the files arent corrupted. This stands especially true if your hard disk has malware or a virus.

I have a panasonic toughbook cf-48. It was working
Check your mains adapter plug that connects into the laptop power socket with a multi-meter, the voltage should be slightly higher than the voltage that is printed on the label on the bottom of the adapter. If the voltage is zero or way below the voltage that is printed on the label then the power adapter is faulty and needs to be replaced.
If the adapter is OK then connect it to the laptop and power it up, then look at the power/battery charging LED light and wriggle the power plug in the laptop's power socket. If the power/battery LED light flashes and in a certain position this LED light stays firm, then the power socket is either faulty or it has a dry solder joint where it is connected to the motherboard.
This can be repaired but it requires the laptop to be completely dismantled to get at this power socket and repair. I suggest you get a quote first.

It is possible that a "Chip" on the mainboard has a "cold" solder or broken solder connectios and they will de-solder the chip and re-solder all the connections. Depending on the chip, the number of connections that need to be soldered and the size of the solders would be the determining factors if you would want to take on the job.
