Fuzy picture then went to black &white
Start by connecting a laptop or pc to the RGB connection to see if it's color then.
Check power supp for bulging caps.
If power supply okay and no color with pc/laptop then you need to replace the t-con board

Turns off and on all the tlme
This is caused by the power supply, you can buy one on e-bay and change the board or if you know about electronics repair the faulty power supply

Picture is sepia like(just terrible)
This can be caused by two things, the first thing to do is disconnect the LVDS cable from going from mainboard to T-Con board the small board in the top middle of tv with a metal plate over it.
Clean the contacts of the cable and reattached the cable.
If picture still the same the T-Con board needs to be replaced.
In case of T-con Board replacement also check the power supply for bulging capacators because they can be the cause that the T-con board died.

Half screen distorted
Half side distorted means the problem lies between the TCON board and the LCD panel. Please check the ribbon cable between the TCON and the panel.

When i turn the tv on it doesnt come on straight away
I found a fix for this problem on another forum, It's caused by some blown capacitors on the main power board. I have a link to the original post, with step by step pictures for replacing the blown capacitors but don't know if it's ok to post it here. The repair cost me £7.49 for 5 capacitors RS part number 526-1109 and about £4.50 of that was for next day postage. I did the job myself in about 15 minutes and I have no experience with a soldering iron (i even had to borrow one). I replaced 3 capacitors, 2 of which looked blown and one which just looked swollen.
Remove the back off your tv, and just take a look at the small array of capacitors near the top right corner of the centrally situated power board. there are 4 identical capacitors rated at 1000uf 10v 105 degrees C. I think the silver capacitor lids should be flat or even slightly concave. The ones I replaced were all slightly convex and 2 of them had a tiny amount of what looked like brown corrosion right in the centre of the caps.
For a few quid I'm sure you could get someone else to do the soldering if you lack confidence.
The original post also linked to a supplier of the main power board for £130. I didn't mind having a go myself because I figured if I fouled up I could always just buy the board

Samsung le46 lcd tv sound goes down to zero and wont stay up
Under each of the plastic buttons on the set there is a tiny push switch--the plastic button activates it---it is a momentary switch and when the button is released it should stop its function.A lot do not--fail: vol up is worst but can be any of them. The way to prove this is get at that switch (vol down in your case) which is usually on a small circuit board---unsolder the two pins for that switch and remove it.If problem gone you know what it was---you really do not have to replace it as the remote should duplicate all functions of these switches---in some cases the remote will not control or stop this---front controls have priority over the remote.

The volume keep going up and down
Disconnection of the keyboard may help but if remote sensor is there you will not be able to turn set on etc. If you attempt that--unsolder and remove both audio up/down switches under the individual plastic buttons and try that way--remote should still work and only two pins in most cases hold those micro-switches in.

My samsung 40 dies 2-4 sec every 20-70 sec
Look for any loose contacts in power outlet, RC jack, cable or socket. In order to ensure, it is not caused by the input device, connect a DVD player and see. Switch off TV, switch off power, remove plug and wait for 48 hours and retry. If problem persists, I suggest it is better to refer it to a qualified service technician, since the back cover has to be opened for investigation/rectification.
