Hello Tony!
Simply test. Switch to High Performance in your Power Settings and reboot. Tell us if that helps.
"Please insert a writable disc into drive E:."
Windows thinks E: is a CD/DVD drive ...this maybe becasue it can't understand the USB stick 'format' (especially if it's come from a Tablet/smart phone)
Try a different USB stick (they are cheap enough these day to just throw away when they start acting up)
Dell Ispirim will not boot after power failure. Fans run, mb light on. Dtartup buttom amber.
A steady or Amber blinking power button indicates a low voltage problem. This can be caused by a defective power supply or a defective motherboard. Just to make sure that nothing else is causing the problem, remove any PCI cards like modem, video card, sound card, etc... Remove the memory modules and disconnect cables to CD/DVD drives. Look at the USB ports to see if any are damaged.
Cds wont work on e521 with vista
You're CD drive is defective. See if the CD works in you're DVD player. If so then the CD drive in you're computer is defective.
The motherboard components are hot, an cpu fan is on high speed.
First check make sure all vents are clear. If unit is under warranty send it in to Dell. If not you can try a few things.
First unplug unit then remove the access side panel and check to see how filthy it is.
If just light dust you can use a lint free cloth or a Qtip and lightly dust it out. Do not use any form of vacuum or compressed air as these can damage sensitive areas.
If there is a bit of build up (residue) lightly dampen cloth or Qtip. DO NOT SOAK.
Remove fan carefully as to sometimes they can be secured in ways we don't see. Take the a Qtip dampened and remove the build up on the fan.
Allow to air dry a little to remove any left over liquid before reconnecting and plugging back in.
Build up inside a unit can cause it to overheat and thus the fan(s) tend to work harder to try and reduce the temp A desktop temp should not exceed 121 degree Fahrenheit.
If this does not solve the problem I would first check with dell as to how to slow the fan down... I have tried a program called speedfan but never could under stand how to use it. Worth a shot maybe,
Last would be replace the fans all together and maybe invest in a separate cooling system for inside your unit.
*If your unit accumulates a lot od build up inside cover the outside of the vents with a dryer sheet. This will act as a filter. cut it to the size of the vent leaving enough to tape it the the unit. Do this all around the unit with the exception of the power supply.
Hope this helps.
I have a Inspiron 560 that was doing the same thing ended up the fan was busted but that was due to build up and not having cleaned it in quite sometime.

My dell 521 just blinks when I turn on
A Blinking Amber or Yellow power button means that the power supply is receiving power from the source but is unable to properly distribute it to the components.
