It's my understanding that you're trying to get your DISH remote programmed to your TV, rachellebria. The following are the steps you can take to get that accomplished:

1. Turn the Television On
2. Press and Hold the TV Power button for three seconds until the LED flashes
3. Enter the three-digit code using the buttons on the number pad.
4. Press OK The LED will flash three times.
5. Test functionality with the TV
6. Return to Step 2 if the remote is not able to turn the TV On/Off, change the volume and mute the television.

The command you seek is in the remote. You will have to experiment as to what menu item will separate an over the air signal to cable. It should say on the menu screen and it will direct you....seek and ye shall find.

Repairing that TV out of warranty--out of your pocket--would not be worth the money. The labor alone will be a minimum of $75 to $100 not including any parts. With 32" LCDs going for under $400 at www.walmart.com, it isn't worth spending $150 to $250 fixing a used TV that will still be out of warranty once it's repaired. I would try to change to a different input on your T.V. with the remote or with the channel button on the T.V.

hook up the a/v color coded cords on the back then without a remote hit the dvd button on the front its should have you ready to play.

You can just buy a new remote. Test it using the smartphone front camera trick. Or it is the television that has no signal, do a Power Reset. Pull the mains plug for 5 minutes. Press and hold the power button on the set for 1 minute. Plug back in. Also check the input leads on the back for whatever is supplying the signal, Cable, Satellite, OTA, then check the Source button on the remote.

Cheaper to replace the TV than repair this problem.

Sounds like a bad panel board, meaning the panel is bad and that part isn't replaceable, you can try a tcon but I don't think it will fix it
