Generally the thermostat that turns on and off the compressor is in the freezer and so is the coils. The control knob that is in the refrigerator section is just to adjust the air flow between the two sections. If the air flow is blocked you don't get cooling in the refrigerator section. This could be a bad fan motor not creating circulation, ice blockage because the defrost cycle is not melting away ice accumulation. If it's defrost problems it could be timer, defrost thermostat, or heater element.

Check the door switch. Alot of the time when the freezer door stays open it creates condensation and than when you close the door is can freeze the door switch closed so the switch thinks that the door is always closed. the shut off to the water supply is usually under the kitchen sink. The second place is at hot water heater. The shut off will be seprate from that of the sink or water heater. Hope this helps.
