You have to master reset your mobile, if you forget the security code..I found the master reset code at Unlocking4free.com .They provides you the code at free of cost..Through this you can reset your mobile easily..

Possible that the charger is deficient in voltage and so is not delivering the required current for the battery to charge. You need to use a multimeter to check the charger, connect and measure the voltage at the battery terminal on the phone. It can also be a weak battery or shorted battery they can also show the symptom of no charging.
Ideal to get another charger battery from a friend to confirm before you buy one.

Ifthe battery is more than 3 - 4 years old then the battery could be wornout. Rechargeable batteries have a finite number of charge and discharge cyclesand will lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up atall. ORThe battery shows a 100% charge but when the adapter is disconnected thebattery drops off to zero capacity in a very short time. Ifthe battery drops to an unacceptable charge level then the battery needs to bereplaced.

have you tried to replace your battery pack with a new and working one..if you do and still turn off ,change your battery connector ( it is color gold in back of your cellphone)..
