The tv has sound but no picture
It is either the motherboard or DM/convergance board that has bad capacitors. It is very common for the motherboard's capacitors to burn out in the newer televisions

The short answer is yes, but in reality, the replacement cost of the panel could exceed the cost of a new TV. Call HP to get the panel cost and make your determination. The actual replacing of the panel is relatively simple and any shop should be able to do this for you without a high cost.

I try to start a HP iq775. When I press the power button I heard one short beep and I see a red light red and then blue, and turn off inmediately. The PC won't start. The power supply works fine. Help
All HP iq77x all-in-one PCs suffer from the same problem of a faulty motherboard. This is primarily a soldering issue on the graphics chip,which develops cracks in the solder balls. The PCs contained a separate graphics card, which goes faulty first. This can be removed and the display connector can be moved on the motherboard to use the on-board graphics. This will eventually show the same issue. A short term fix was to heat the graphics chip with a hot air gun or other means (plenty of suggestions can be found on-line) which sometimes works for a few weeks at most. The only 'permanent' fix is to have the chip professionally removed and re-soldered; an expensive option.
If you are lucky, your PC is still wired to use the add-on graphics card, in which case you might be able to remove this and rewire for the motherboard graphics.

Sounds like The main power supply regulator section circuit fault. Either it will be a separate board, or the part of main board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time. Even though you can make it right, it will cost around an amount equal to the cost of a new board; including the cost of (spare parts + service charge) More to say, most of the spare parts to it will be difficult to get from open electronic spare part market. This is true to most of the flat panel TV power supply boards; irrespective of its brand and screen size.
