It's a power supply problem board in the TV. It's a bad capacitor or two on the Power supply board. It is suggested to replace the four (apparently inadequate) 1000uF/16 volt power supply capacitors in the "DM module" (one of the two onboard microprocessors). These capacitors are apparently undersized, in that they will eventually fail when there are voltage fluctuations in the circuit above 16 volts. It is recommended to install either 1000uF/25 volt or 1000uF/35 volt capacitors as replacements, so that they will be more than ample to handle any voltage spikes that will occur. Buy the (4) 1000uF/35 volt capacitors as replacements and take the back of the TV apart and remove the faulty DM module, then get the DM module's printed circuit board and re-solder the old capacitors and install the new ones. If you are not technically skilled enough it is suggested to seek help from a technician.

Also try unplugging the unit for 24 hrs and plug it back again.

Bad Capacitors on the power supply board will cause this . they will be vented or puffed up on top.

The blink code can help but it is not necessarily a tool that will tell you everything that is wrong. For an example it can tell you that the power supply has failed but will not indicate the exact part in the power supply that failed of if there were other parts that caused the power supply failure. It will only point you to where you need to start checking or what board needs to be replaced first.
Here is a list of the Phillips blink codes. THese may be different for your model but will likely be in the service manual.
0 = No error
1 = X-ray protection, E/W protection, and/or Vertical protection active
2 = High beam current protection active
3 = Reserved
4 = +5V protection active
5 = Signal Processor (IC 7150) register corrupted
6 = Signal Processor (IC 7150) error
7 = Total failure
8 = Internal RAM error (Microprocessor IC 7000)
10 = NV memory (IC7088) addressing error
11 = NV memory (IC7088) size error
12 = Histogram (YUV) (IC 7770) error
14 = Sound processor I²C error (TDA9855)
16 = Main Tuner I²C error (IC 1125)
17 = PIP Processor I²C error (IC 7350)
18 = PIP Tuner I²C error (IC 1127)

So, the first thing you need to check would be the power supply board. If the problem persists, then we need to troubleshoot sustain board and buffer boards. Open the TV and look for the power supply board. Check and see, if you could find any bad cap ( swelled / bulged / leaked ). It might have ammonia kind of odor. If you find any bad cap, replace it by a new cap. The new cap would be available online or from radio shack or fry's,Check the voltage across various points. If you need any service manual, i could provide you with the link to buy the manual at the best rate might be on ebay or tradebit.

2 bad capacitor on power supply 3300 uf at 10 volts , this is located on the secondary and is to turn tv on and off if this capacitor is bad tv relay only click on and off

Use a flashlight 2 in from screen see if theres a picture, if not then it could be your t-conn board this board is center top and most times behind a metal plate, if bad you should not see menu either. If you have menu then it could be inverter.

(The board that the power cordplugs into) Check for faulty caps. If you find some (bulged or leaking) bad capsreplace the entire board. The entireboard costs around $250 right now because they are in high demand right now.They can be found online. I woulddefinitely shop around though. 3. Remove and then replace individual faulty caps. This takes some soldering skill. Caps are inexpensive and if you can take care of it yourselfit will save you hundreds. This may be your problem. caps on main board may be defective. power supply may be defective if the caps on the MB arent bubbled

I have the same problem. after pulling the back off. we found that the 3 capaciters above the 2 power relay switches are bad. i am currently looking for a scematic so i can replace the 2 dios that burned up due to the issue along with the capasitors.

Enter the OSD menu by pressing Menu on the remote or the TV. Press the down arrow to reach Installation (bottom of the list) and then press the right arrow to to enter this menu. Then navigate to Preferences (third in the list) and press the right arrow. Then navigate to Location and again use the right arrow to enter this item. Set the unit to Home instead of Shop. Press OK on the remote to save the setting. Then press Menu to exit the OSD.

If you are using the controls on the TV, use the Volume +/- buttons to navigate left or right in the menus. The Channel Up/Down buttons will let you navigate the vertical menus.

Once in the Home Location, you can adjust the color or brightness. From the Menu, choose TV settings and then Picture.

Sounds like there is a couple bad caps in the power supply. Check the power supply to see if there is any bubbled caps. Replace with a higher voltage if necessary.
