How do you get into the rewinder?
This repair should be taken to a expert, If you take this cordwinder apart and don't know what you are doing you could end up having to replace the cordwinder because of the spring tensioner.

My hoover elite belt comes off within 5 seconds of turning it on
Those machines sit in the box in transit across the world and waiting for purchase. In time the rubber stretches out from just sitting there. In the old days they packed the belt separate from the vacuum and you had to put in on yourself. Today's buyers aren't so handy so the manufacturers are forced to put the belts on before sale. 80% of returned vacuums are due to this! Find the local Hoover Warranty center on the hoover dealer locator at hoover.com and they'll set you up with a new belt at no charge. Good Luck!

Check the airflow. A hose or filter is clogged, restricting the air flow. Change the filter (or clean it out according to the manual). Most likely, the machine sucked up some liquid, which mixed with dust and dirty clogs the filter. Also check the brush area for any blockage.

One day I was vacuuming and it sounded like
It's likely something got into the fan, is stuck there, is preventing the fan from turning, and so prevents the motor running. There's a good possibility the motor burned out because of this. If there's a strong smell of burning metal, this is probably the case.
The only way to be sure is to take it to the shop.

Depends on how often you use the vacuum, but I don't think the salesman is too far off the mark. Personally, I'd stay away from Hoover based on feedback I've read from others about poor quality.

OK - Details details details.....
If the motor turns on and only sucks a little bit or you are experiencing a great loss of suction,.
THEN
You have a plug somewhere
Be it a partial block from say a HEPA Filter
or else it is a block in the path of travel where items get sucked up into your vacume.
If you look back to the last time someone used it, was it a fine powder which was cleaned up? then look to the filter (see owners manual for maintenance and or cleaning of the vacume machine) Otherwise is it possible that someone else used it and get it clogged with something larger? Although I'm thinking it is the HEPA filter needing cleaning...
The good news is that if the machine turns on, then you know you have a block somewhere in it, bottom line is you will need to find the clog and you'll be back up and running in no time.

Dirt collects in hose but
Is there clog where the hose connects to the tank? If so, check it regularly and keep it clear as well.

What color is the air flow indicator supposed to
Hi there,
the unit may be experiencing something other than a blockage. Perhaps the dirt canister is not put back into place properly and the unit is sucking through there instead of through the hose.Check to see if the lid and the canister are both on the unit correctly and see what happens. I do not think that the unit is blocked up on you.
Normal air flow indicator color by the way is the same as when the unit is in the off position. The indicator is generally like a pen spring and stretches when the hose or suction is blocked off.
