Is there a program to download movies and pictures

Yes but you could use a card reader to download your pics and movies to a folder you create on your desktop. From there, you can use programs already on your computer to open them.

Got a s51s wont turn on

Does it have a reset button? If so, push that. If not, take the battery out for a couple days to bleed the internal battery, put it back and see if this solves the issue. If not, it probably is a board defect that needs to be fixed by an authorized Canon repair shop.

I have no display on my lcd screen when taking

First confirm that you didn't accidentally press the DISP or DISPLAY button on the back of your camera, manually turning off the display. (Press it once with the camera turned on just to make sure). If that didn't fix it...

A stuck shutter is another common failure mode for digital cameras. The symptoms of a stuck or "sticky" shutter are very similar to CCD image sensor failure. The camera may take black pictures (for shutter stuck closed), or the pictures may be very bright and overexposed, especially when taken outdoors (for shutter stuck open).

To confirm a stuck shutter, put the camera in any mode other than "Auto", and turn the flash OFF (you don't want to blind yourself for the next step). Next look down the lens and take a picture. You should see a tiny flicker in the center of the lens as the shutter opens and closes. If no movement is seen, then you likely have a stuck shutter. If so, please see this link for further info and a simple fix that may help.

My computer does not recognise my camera when I

plug the camera and look into My computer to see if it recognize it there .. probably the prompt for an action was disabled from prop.and now its set to take no action ..anyway in the last case it has to see it as a removable storage device or as a mass storage device ..and there to be able to get your pictures.....this assuming that you never had to use a driver for it ..and always seen it automatically ..if you use to have a driver installed and some programs ..reinstall them from the original CD ...that came with the camera ..if you don't have 'em .let me know and I will look for the driver at least to be able to see the camera and prompt you for an action ...but ...if the device never had a driver need just use any picture manager program ..like ACDsee ..cause it has a feature for importing from device ...

What do I need to install to download pictures

If your computer is fairly new (Windows XP or VISTA), you don't need to download anything. As long as you have a USB cable that connects to your camera, most computers will recognize the camera as new hardware and prompt you for your next step. If not, go to "My Computer" and look for a new 'drive' that wasn't listed prior to connecting the camera. Double click on the new drive and go from there.

When i try to view my pictures on screen is says

Sounds as if the picture file is corrupted. You will have to delete this one, I'm afraid. To stop this happening in the future ALWAYS reformat your card after you have downloaded the pictures. The 'Format' facility will be in the menuing system somewhere - probably under 'System' or soemthing like that.

I cannot transfer a video file to my computer

Please don't take this as a sales pitch as it's not, but please see the following blog article, as it describes the use of an inexpensive card reader as a much easier, faster, and less error prone way to download your photos AND videos. In fact there are several important reasons discussed in the article for using a card reader vice downloading from the camera. USB Card readers are also very inexpensive these day, with cost virtually not an issue:
