This is usually dust clogging up the CPU cooler. get a new video card or monitor maybe bad

take out battery for cmos make sure that the power is off first wait 1 min then put it back in

take out the battery before the startup wait one min then put it back in

put in a internal one in then and then install drivers

try a new one or see if your driver are installed

If you take the memory out so there's no memory in it, do you get a error code or beep?
