You need to use the restore CD's that came with the PC. If you don't have them, then you'll have to buy them from Dell's website.

There is no switch for wireless connections on a tower. If you have a wireless card installed in the computer it is on as long as the PC is powered up. If you do not have a wireless card in the PC, then you'll have to get one and install it in an unused slot on the motherboard.

Have you tried rebooting and repeatedly hit the F2 button?

Install windows 7 if your computer is ready for win 7

Do a restore if you have a recovery partition on HDD.If not-reinstall OS.

by using the disk you will not be able to restore it to factory settings. try making a system recovery disk instead.

Check to see if you already have a PCI card installed, its common to buy one from a store or a private person and the on-board card does not work and a PCI card installed, check the back of the PC to see if there is a 2nd NIC port avail. and before you go spending money on another PCI card check your device manager to ensure your are not having driver issues. in closing, check your network cables as well and make sure they are all securly plugged in on both ends.
