If every coil , from the bottom one to the top one, are frozen, either the door is not closing right or the defrost timer is bad , but if half or less part of the coil is frozen , that means the unit is low in refrigerant and the leak has to be repair ( this is a seal system ) and after that recharge the system.

The error code -H9 on a Frigidaire upright freezer typically indicates a communication error between the control board and the display board. Within your Frigidaire freezer the error code "FF" stands for freezer failure. I would perform a reset on your appliance which can be done by either unplugging the power cord or flipping the household circuit breaker. Once the freezer has come back on you should be able to push the "Down" button three times to start it back up.

Question edited for clarity. Question moved from Cars and Trucks!! This has all the hallmarks of a fridge that may be overloaded with weight, on an uneven floor with misaligned levelling feet. Cut a piece of 1" marine plywood 1" bigger than the width and depth. Empty the freezer and put it on the plywood. Level the feet using a spirit level left to right and a fore and aft. Make sure it doesn't rock. Loosen the door hinges and centre the door. Fill the freezer back up.

Disconnect the power again for 5 minutes and then put a dinner knife across the two mains plug pins. Then plug it back in. If it doesn't work after that you need an engineer. The main board or other components may have been damaged by a power spike when the power cut.
