I've never used PA systems or vocal setups.
Hi, the speakers are unpowered, but that desk is also unpowered, so you need an amplifier in the circuit. This can either be in the desk, in the speaker, or a separate device, there are advantages to each.

Remember that with the switch in Bi-amp mode that the sub takes its signal from pins 2+/2- on the speakon connector.
First of all you need to prove the circuit if you haven't already done so. Check the amplifier and cable by plugging it into another known working speaker, if this works then we have narrowed it down to the cab itself.
It could be a number of things from cabling, to the internal crossover to the driver itself.
The easiest thing to do is switch the active/passive switch at the back, it won't hurt. If it works then there is an issue with the crossover or the associated cabling, if not then take off the crossover panel with the 6 screws, and check for obvious issues here (wires disconnected, signs of burning around the crossover etc).
If this appear ok the you'll need to check the speaker driver itself. You will probably benefit from taking off the grille.
Push evenly on the cone and listen for scraping noises. These are not good signs, if the cone doesn't move this is another bad sign. Finally, either through the back if you can or if not take out the driver. Use a multimeter to check the passive resistance of the driver. It should be around the 6 to 7 ohm mark. An open circuit here is another sign that the speaker needs repair or replacement.

That's a nice amp head.... If it is still blowing fuses, you've got a dead short somewhere, that probably is in the power supply section. The power supply is solid state, (diodes for the rectifier), so either one or two didoes went bad or one of the big filter caps shorted out. Look for a blackened area around these components. Sometimes the caps will have just a "puffed-up" look to them, but.. BE VERY CAREFUL! Some tube amplifiers do not have bleeder resistors on the caps and they can hold a charge of up to 450 volts... Very dangerous! AND can KILL.
If you don't know what those components are, or how to use a volt/ohm meter, you should take it to a technician.

I have a Behringer 2642a mixer and a Roland 201
This is relatively easy. All you need are two stereo RCA cables and RCA to 1/4" adapters. Plug the 1/4" adapters in to the FX1 send jacks on your mixer ( 1 only if you want mono echo, 1 & 2 if you want stereo ), and the other 1/4" adapters into your echo units in and output jacks - of course if you have 1/4" cables, you won't need the adapters.
The output of your echo unit then plugs into the FX return jacks on your mixer. Set your FX1 and FX2 send controls on the channels you want echo up to the 12 o'clock position and turn up the FX send masters also. You should see some level indication on your echo unit. The turn up the FX return controls on your mixer to the extent you want echo.
You may have to do some adjusting of all controls on the mixer and echo unit to get just the right amount of "dry" and "wet" sound.

In order for this to work, you need what is called an "insert" cable. This will have a balanced 1/4" connector on one end and 2 1/4" mono-connectors on the other. The balanced connector is also known as a TRS connector (Tip,Ring,Sleeve). You should have "insert" jacks on the mixer. Place the balanced connector into whatever insert you wish to use (usually this is inserted into the main insert).
One of the 1/4 plugs is for input, one for output. I don't know which is which for your specific unit, you will have to experiment.

In Iraq I assume the voltage is 220-250. The fuse you'll need is a 220-240V 1.25A H 250 V. You can actually use this model without a transformer/converter if you have the voltage selector set to the non-North America setting.

On a behringer xenyx 2442 mixer there are 3 mute
According to the manual, the mute buttons don't affect the AUX sends. Depending on how you've got it set up, this might be the issue. The block diagram shows how the signals are routed. Or maybe it's just broken. Behringer has a good warranty program.
Behringer SL3242 Mixer has a noise problem.
It sounds like you have ground loops. This is noise generated by having interconnected equipment grounded at different physical locations. Especially a problem if you have a cable from your cable TV provider connected into your equipment.
Remove EVERY connection into and out of the mixer. Plug in headphones. Noise? If so, mixer needs repair. If not, re-connect equipment 1 piece at a time and assess for noise. If it slowly increases as you add connections you will need expert on-site help to fix it. If it is sudden, what was just connected is the source and steps need to be taken to lift the ground on the connection to that equipment.
I have an analog amp connecting several mikes. I
try to connect (ground loop isolator)code number(270-054).you can get it from any radio shack near you.
and connect it between your sound source(amplifier in our case)and the computer line in(your sound level in amp is around 0db)

What microphone are you using, and also have you checked the cable is good? The gain knob on the mic channel is the only independent control for the mic level in relation to the music (without altering the masters). Also, you need the mic to be enabled on the channel, using the Mic On switch. Yours might be labelled On Air, Mic Live, etc.
Bass amp speaker
Just order new drivers ( speakers ) from the driver manufacturer, or any manufacturer as long as the size and ohms are same as original, look at back of speaker on top of magnet end and there's usually the manufacturers name, can probably order new drivers from their website.
