The fan isn't spinning. The fan takes the heat from the elements and blows it into the drum. It the fan isn't drawing the air, it overheats.
Also check that the outside flaps are operating. You can even run it without the hose on to test.

How do I fix the fan blade on a 1969 Skylark?
According to the clues you have given us, I think you are speaking of a car, not a Clothes Dryer.
I'll answer this as though you are asking about a car.
That fan blade is mounted with bolts (often 4) to the front of your water pump.
Either the bolts have come loose that attach the fan to the water pump, or the water pump has failed.
Shake the fan and very closely observe what is loose, whether the fan or the whole shaft that goes into the water pump.
The water pump is bolted to the engine block.
If you need to replace the water pump (as the bearings inside of it have failed, and are causing this problem), you will be able to do that.
