This is happening due to streaming defects. It can be due to the central computer, which controls signal transmission through cables, at the end of the Service Provider. Try changing the input device to something you are sure, works such as a DVD player. If that is fine, take up the issue with the service provider, provided the resolution of your TV is the minimum requirement as per their specifications.

Please check whether the connections are secured between the TV and the connected devices.

If the television is plugged into a power strip or surge protector, remove it from the power strip or surge protector and plug it directly into the wall outlet. If the issue is resolved, the problem is with the power strip or surge protector and not the television.

Try connecting the TV to a different wall outlet and check if that helps.

Please connect a different device to the TV and check whether the issue persists.

If the issue still persists service of the TV is determined.

Was the telvision impacted? Usually a Blue line on various tv sets such as Sharp and Sony can also indicate a firmware upgrade being needed. Try that first, as to a panel if this is a panel we have in stock cost could be between $200-400 for the part that part cost from Sony coulb be double if you need to purchase new. The only way to tell if a backlight (if set has one) is bad is to measure the voltage on the power board and at the back light itself---most voltages are marked on power board or a Service Manual would pinpoint them.

If the voltages are normal and back light is on but DIM only option would be to replace the board that drives it or the actual back lights'

If you Google the model number with "parts" you should be able to locate the back the parts involved.

I don't know what does your mean by "line up and down my screen", if the line goes up from the bottom to reach the top of screen then goes back down to the bottom cycles, that symptom I have never seen. But if the line goes off and on, very high probability is the panel defective (see the picture, the ICs inside the panel loose, shall cause the Vertical or horizontal dead pixel lines). It is the most serious issue on the flat panel TV. Because the manufactory sells the panels, price even excess the TV.
If you need more accurate diagnose, you can post a picture.

very easy there are just a few screws that hold the board to the chassis and then its a simple unplug the old boards wires then install the new board and replug the wires.
