DLL RCA WONT SHUT OFF
Try using the power button on the TV if the remote isn't working. If this works, check the batteries in the remote. If not unplug the TV wait for an hour, plug back in and try again.
No volumn
The only thing I can think of is to replace the input jack board.

These blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit stage inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power led, by switching On & OFF the set, for at least two times. I have an RCA L32HD31R LCD tv that has: - Double
I have one doing the same thing. I noticed capacitors on the power supply were bulged slightly but everything else looked fair but dirty. I blew it out with compressed air and there seemed to be a change but I am still stuck in the same place myself....

My friend Maurice gave me a L32HD31YX16 to fix , no picture
no sound, after four hours of research and trouble shooting, no
schematics.
Basic electronic knowledge and soldering skills needed.
I had no +12 and no +24 volts on the power supply board. I did have the +5V.
My repair was a 85 cent fuse under the blue transformer, There is a 200mA
fuse, green with a "C" on it, at location RB8 (1206 package).
I
went to the shack bought a 250mA glass fuse and holder for 5 dollars
just to get it done.
Need code to progam remote
The Model L32HD31R, according to RCA, is not "code compatible". It cannot work with a universal remote, or cable/satellite remote. this is peculiar for a company like RCA, however I just bought the same model from Wal*Mart, and companies build models for certain stores. This one was built on the cheap, and one of the things left out of the mix was the "code compatibility".
