It's happening to me also,I have an LG TV and I turned it off before unplugging it and now it will not turn back on. I need help!

When you are on on screen menu setup, there should be 'reset to factory setting' to put it back to factory default setting. I am not sure which exact model you have, but you cann download user manuals here:http://www.retrevo.com/search?q=LG+Flatron+L1718S+

With this I would normally tell you that you have a dead pixel and you need to return the monitor to the supplier. But it is very strange that the line moves.

Unhook the monitor from the pc. Then go ahead and turn on the monitor. If the same thing happens then its an issue with the monitor and the monitor would have to be replaced. If the monitor turns on after unhooking it from the pc then its an issue with the pc.

The problem is caused by one of the inverter transformers, or one of the backlights behind the LCD screen is going.

try the lcd monitor on another PC, if the same message pops out, your monitor needs reprogramming of its A/D board, bring it to a LG service center..

if it works fine on another PC, try to boot your PC on VGA mode..
