Panasonic VDR-D50 DVD Camcorder Questions & Answers
I have a panasonic VDR
The problem will probably be with the laser lens being dirty or slightly out of adjustment. A good cleaning of the lens could fix the problem, otherwise the unit will have to be serviced. Take it into a local camera repair shop, or contact Panasonic for an authorized repair center:

Get an estimate before having it repaired, since the cost of repair can be considerable, and sometimes it's better to just buy a new camcorder.
Good luck, and hope this helps.

FORMATTING A NEW DISC FOR A PANASONIC VDR-D50 DVD
Hello Dear lofbersj
#1
Insert your ( memory card , flash disk , cellphone , .... ) into your computer.
#2
Open up 'My Computer'. You should see it under the list of available drives.
#3
Check its contents first to make sure that you have the right drive.
#4
In 'My Computer', right-click on the drive and choose 'Format'.
#5
Leave all the options as they are and click on 'Start'. This is a non-reversible process so make sure this is what you truly wanted to do in the first place.
#6
Once the process is completed, take the memory card out and insert it into your Digital Camera or any other device. Try to browse to it to make sure it works fine now.

NTSC to PAL
I am under the impression that your computer has a PAL video capture card. Being a laptop, it is probably built in to the mother board.
What your computer requires is an NTSC video capture card that can also handle audio as like the PAL one that is in the computer.
I would suggest you go out and get a USB type NTSC video/audio capture card. After loading the drivers and software for the new card, it should be able to accomplish your task.
