Spark arrestor
Spark arrestors are often required in State parks etc and areas of high fire risks. They are designed to prevent hot glowing carbon from the exhaust blowing out and starting a fire. Not sure really why they are opional as I doubt they cost much?

Flickering generator on fluroecent lights
The flickering is caused by fluctuating frequency due to engine speed, thes egenerators really are not recommened for powering home systems. It shows up in flourescents when the freq dips around 57HZ and 63HZ

Why is there only power coming out of one side of the 30 amp outlet not both
Check that you have power on the generator side of the circuit breaker, check each leg to neutral and you shoudl see 120V approx. If you still only see it on one side you have a bad stator. if you see it on both legs measure across them L1 L2 and you should have 240V, then check again on the receptacle side of the breaker, if you don't have it you need a new breaker

Generator will not put out electricty
I would recommend you take it to someone who can diagnose it for you. it could be, but it could also be many factors. It maybe worth a $50 diag fee. Causes can be too numerous to post

Flash a generator
To flash a generator, I assume it has set for a long long time, or else it isn't needed unless you installed a new non magnetized rotor. To do it, disconnect the wires note their position and polarity that conenct to the brushes. Connect a battery with an in line fuse momentaraily for about 2-3 seconds (make sure the polarity is correct IE B+ on the right ring) This will build a correct polarized field for the rotor that will build when induced in the stator
