It sounds like the govenor is not working, this can be due to either the the linkages have become loose/ broken or come adrift. or the internal centrifugal govenor ( if fitted ) has become damaged, check the side of the engine to see if the external govenor arm tries to pull the arm connected to the carb closed, if it dose not move as the engine revs, then it is an issue with the internal govenor, this will mean stripping the engine to acsess this, if the engine has an external vane govenot, check this for blockage by grass and debris.Do not let the engine over rev or it will seize or throw a con rod through the side of the engine.

Between the handle and the connection to the drive system, look for adjustment screw or nut and screw on cable. Maybe even check the spring tension, if handle is spring loaded and the spring is stretched it will not engage drive system. If no adjustment to be found then you must get new belt. Good Luck...
Idle,s ruff up and down
This surging up and down is due to the engine not getting enough fuel. A cleaning and gasket replacement could fix it but entire carburetors are almost as cheap. you might check a local shop like www.arcolawn.com to see what it goes for.
