How is liquid lpg system set up
The lpg either cylinder or gas tank must have a pressure reducing valve which sets the gas pressure to that required by the boiler.
After that valve the piping is the same as for any gas boiler.Where the pipe goes through the wall floor of similar - make sure the pipe has a sheath to protect it from gouges and or wet
The regs - Not sure about the USA but here in UK we have comply. different regs for tank or cylinder

change the gas valve, if the thermocoupling works and the piliot stays lit then it has to be the gas valve check to make sure the screen is clear also,, you said it's propane, check to make sure it is all the way turned on, and has the right pressure it might have a bad regulator on it, but will let other things in the house run good luck
The burner lights up when it shouldn't
your thermostat is bad and needs to be changed but I am not sure if it is tied in with the circuit board or not, on the rinnai units it is and you would have to change the circuit board
Tubing size
Absolutely not. Unless it is installed exactly as instructed you will have a problem. Too small of a line = reduced flow rate.
