Your Westinghouse TV has some kind of defect in the sound output section. Its sound output is rated to 2 Watts per channel according to its manual says It is a good sound intensity ypu must have to get. There is no sound output control lock is provided in it too. Therefore the fault must be related to its sound output section inside it.
The TV has mute function. If muting circuit have any trouble, this knd of fault may occur. Muting is done normally by using a transistor. If this transistor has some fault, like leak in its collectro to emitter junction, falult like this will occur, as this will reduce the volume voltage to less than required. Unfortunatly I can't point out which transistor, or wwhat ist number is, because, your TVs schematic diagram has yet to be publishe by the company.
Anyway it is sure that the sound output section of your TV is faulty. Before going further, I advise you to feed its audio out to any outer audio amp, and see if the amp is producing enough and undistorted sound out put. If it does, chek the speakers of your TV also for any kind of damage, by connecting its wire to an external good known speker. I dout taht the bulb is bad, but more likely the backlights inverter circuits may have failed or it is not getting the voltage to it. You will have to open it up and check the voltages and fuse. lamps are not easily replaced.
