Sounds like your toilet is not vented properly. Possilbly something caught in the trap is causing it to syphon

Not flushing all waste on first flush

Your inflow valve is probably clogged. This is what allows the water in and how fast. You can change this also for a minimal cost.

Toilet buttons will not come back up, hence water keeps running

Could be a few reasons, an ill fitting or cracked dress cover can sit to low, or abrasive wear and tear can grip the button restricting it from free movement. I fixed mine by placing a couple of small fishing sinkers in the bottom of the plunger giving it a little more weight.

Flush Valve leaking

Push Button - Have to Hold Down Button

I had the same problem. The fix cost me 50 cents (literally). I just placed a quarter on top of the Blue and White flush buttons (not sure of the technical terms) inside the tank and now it flushes properly. It seems that the 2 plastic poles the extend from the faux chrome buttons are just a bit too short.
