in a word,,,,,yes! if the battery was left so long in a flat state it may never recoover so you wont charge it up,,,,,but you could try hooking up a small car battery charger to the jump leads and try charging it up that way,,,it may just work,,,

Installing a sub panel
One of the most important thing to know about adding a sub panel is that you DO NOT bond the NEUTRAL in the sub panel. This is very key for safety and shock prevention.
The neutral buss is the one that the white wires only are connected to in a sub panel.
The equipment ground wires are hooked to the other bond strip that is actually attached to the box itself.

If the breaker box is fairly new, most manufacturers have "slim breakers" that allow for a double breaker to be put in the same space as a full size breaker. There should be no change in performance or safety.

This is an indication that the hammer needs service. When you take the barrel off you will see the striker. There is a piston inside the striker, when the rubber rings on the piston wear out you have the problem you describe. time to replace the motor brushes clean and regressed, make sure to use the correct grease, Check the backlash on ring and pinions. Where can I get a set of brushes for a kango 950X
Unfortunately, you won't find them - Kango was a great hammer, but the company has been gone for many years and there are no parts available.
I would find a local repair shop that may have a different brand brush that is the same or bigger dimensions - by using a piece of 220 grit sandpaper on a hard, flat surface - you can sand them down to the proper size.
