Blade does not stop spinning when lever disengaged.
Under seat of tractor theres a plate that says model # it looks like 917. 000000 i need that # please and i can help you with the problem it sounds like the belt isnt disengaging which will cause blades to continue to go.

If the transmission is belt drive, check the belt, worn/oily? If you have a hydrastat tranny, make sure that the bypass plunger is pushed in. Check that the belt goes around the tranny pulley. If still no luck, turn mower off, jack up and support the rear frame, with the real wheels hanging in the air(just an inch or two is plenty) try turning the wheels -1st, with the gear selector in "N". then 2nd, with the gear selector in "D". This should narrow the problem down a bad tranny or a sheared keyway in the axle.

I guess you were sitting on the seat while trying to start the unit, so Try to apply power direct to the starter, if it turns over buy a solinoid. If it doesn't the starter may be bad. To check the engine: take out the spark plugs and try to turn over the engine from underneath by hand, using the pulley. This will tell if the engine is siezed up
Why des mower lose power when brake is released or mower is engaged?
Can't speak for the power loss when the brake is "released," but if the engine bogs down when engaging the deck, then it's likely that the carburetor needs an adjustment or a serious rebuild.
Power loss when releasing the brake makes no sense, unless the brake and the clutch are the same and owing to the fact that some belts may be misrouted or other devices in the drive line could be worn to the point of causing problems.

Hi You have to look under the tractor and look at the linkages. Press the pedal and watch what moves and where it goes to. You may have to pull off a back wheel. If you have a new one already it will give you a better Idea on how it hooks up. Usually you should just have to look at the original setup to figure it out.

somehow did the little freewheel lever get pulled in the rear of the tractor to disengage transmission?..usually out is disengage and in is engaged. look around the back panel behind the rear axle for a small lever you can pull or push in.
