Many times when a customer's PC will not start, though it seems like power is getting to the components (fans are running, etc), I have simply turned off all power, including the power supply off switch if it is so equipped, disconnected all cables to all peripherals and surge protectors and waited a few minutes. Then, I connect everything back up and nine times out of ten she fires right back up and all is well. An electronics technician friend of mine suggested that static charges can build up and somehow keep the pc from starting, and disconnecting everything releases the charge and it works again. I'm not sure if that is exactly why, but I can tell you that it works!
