No I do not. I found the manule for this watch on line. I followed the directions and reset the CG second hand by pulling the crown to the #2 position and pushed the two pushers at the same time for 2 seconds. I then pushed pusher #1 and each time I pushed it it moved the second hand one second. When the second hand was at 60 I stopped and pushed the crown in. Problem solved. Again, there is nothing that you are doing wrong, the movement itself is defective. We see this in a small percentage of watches, but often enough. Do not take no for an answer from the seller if you have just purchased this defective item, especially if they are not an authorized reseller / dealer of this brand.
It sounds to me as it is a quartz chronograph and it is right that the centre seconds hand moves only if the pushbutton is pressed. If you look close enough, you will notice that the small subdial finger is ticking and counting seconds. It is recommended to replace battery, as sometimes watches been laying in stores for a few years before selling and the battery is flat or underpowered.

I have a Fossil Speedway watch (FS2895). The second hand was on the 2, and I wanted it on the 12. Like the above suggestion says, pull out the winder twice as if you are going to reset the time. However, leave the winder alone after that and, instead, press and hold the chronograph start/stop button (above the winder) until the second hand reaches the desired position. If you want to move the hand a small bit at a time, just press and release that same button until the hand reaches the desired position.
